Since the privatization of the water companies in 1989, 9 of the 15 water and sewage companies are owned by ‘special purpose companies. They’ve been set up to buy water utilities and are made up of private equity funds, sovereign equity funds, and pension funds.

When the privatized companies started out, they had no debt. By 2022, the sector will be in debt to the tune of £60.6 billion.
